COLORADO SPRINGS, Colo. (AP) ? President Barack Obama declared Wednesday the world has a "new feeling about America" and more respect for its leadership, weaving re-election themes into a commencement speech to jubilant graduates of the U.S. Air Force Academy.

"We can say with confidence and pride: The United States is stronger, safer and more respected in the world," Obama told more than 1,000 graduates, dressed in their blue dress coats and yellow sashes for a ceremony in the Air Force football stadium.

In characterizing the changes under his watch, Obama used a speech before a military audience to make it clear that he thinks "American is exceptional" ? a counterargument to Republican Mitt Romney, his rival for the White House, who has challenged Obama's belief in America.

And Obama had other unmistakable rebuttals to Romney in the graduation speech, delivered hours before he shifted toward political fundraising out West.

Obama said the United States "led from the front" in an international military campaign in Libya, countering a Romney assertion that the president has led from behind in world affairs. And Obama insisted the U.S. will maintain is military superiority in the world, amid Romney's charges Obama is poised to weaken U.S. defenses.

Obama told the cadets that they are the first class in nearly a decade to graduate into a world that has no Osama bin Laden, no war in Iraq and no questions about when the war in Afghanistan will end.

The president said a disappearing "dark cloud of war" will mean a less strained and better prepared military, and more use of other U.S. power ? diplomatic, economic and humanitarian.

"Even as we've done the work of ending these wars, we've laid the foundation for a new era of American leadership," Obama said. "And now, cadets, we have to build on it. Let's start by putting aside the tired notion that says our influence has waned, that America is in decline. We've heard that talk before."

The president spoke in Colorado just as Romney was across the street from the White House, delivering a speech at the U.S. Chamber of Commerce in which he condemned Obama's record on education. Obama also reiterated the economic themes of his campaign, spelling out a vision of debt reduction with targeted spending.

Obama was keeping up a presidential tradition of speaking to one of the service academies every year at graduation time. His speech followed a diplomatic flurry in which he hosted the NATO summit in Chicago, where allies cemented an exit strategy for the Afghanistan war, and the G-8 summit at Camp David in Maryland.

"There's a new feeling about America," Obama said. "I see it everywhere I go, from London and Prague, to Tokyo and Seoul, to Rio and Jakarta," Obama said. "There's a new confidence in our leadership."

NATO allies this week affirmed that the war in Afghanistan will halt at the end of 2014. The final U.S. troops left Iraq at the end of last year.

Since 2009, Obama has delivered commencement addresses at the U.S. Naval Academy in Annapolis, Md., the U.S. Military Academy at West Point, N.Y., and the U.S. Coast Guard Academy in New London, Conn. Obama's commencement speech in Colorado was his last of the 2012 spring season.

Following his speech, the president was headed to fundraisers in Denver and California's Silicon Valley.

Rivera work poised to set new auction record in NY

(AP) ? Mexican artist Diego Rivera's 1939 oil painting "Girl in Blue and White" is headlining Sotheby's Latin American art auction in New York.

If it sells for the high end of its $4 million to $6 million estimate, it could double the artist's previous record of $3 million.

The painting, "Ni?a en azul y blanco," is a portrait of 10-year-old Juanita Rosas and is from a period in which Rivera captured the innocence of children. The muralist chose the work to illustrate a catalog for a 1949 exhibition celebrating his 50 years of painting, organized by the Mexican National Institute of Fine Arts.

"It is very typical of his work, especially of that period," said Carmen Melian, director of Sotheby's Latin American Art department. Rivera "painted through the years the children of the help at his home and the neighbor's, and in particular he painted Juanita several times," Melian said.

It's Rivera's most important painting to be auctioned in decades, according to Sotheby's, which has promoted it as one of his two biggest paintings outside of Mexico and says it is hitting the market at the right time. Just last year the Museum of Modern Art featured a solo exhibit of Rivera's work.

"What I love the most is that it was painted in his studio," Melian said of the painting. "I have been in his studio and the floor there has been dyed green, that's why it is green in the piece. And the white wall in the background, with its mix of blue and pink, is almost like a Monet or a Renoir; the front is more realistic, the figure of the kid pops out."

Rivera's current record is $3,082,500 for the 1928 oil on canvas "Baile en Tehuantepec," ("Dancing in Tehuantepec") sold in 1995 at Sotheby's in New York.

"Ni?a en azul y blanco" could even break the auction record for Latin American art, held since 2008 by Mexican Rufino Tamayo's "Troubadour," which fetched $7.2 million.

"You never know," Melian said. "You don't see a piece like this one very often."

The telephone is one of the most useful inventions man has ever made. It is something that made the world smaller and it is also something that modern society is continuing to use in businesses and also in homes. The telephone line is now also being used to connect to the internet. High speed internet connection through DSL is now available in most telephone companies. Imagine, with this kind of communication system, you will be able to talk to your loved ones abroad for a fraction of the cost that you will usually get in conventional landline phones. Also, features, such as call waiting, call forwarding, return call, video conferencing capabilities, caller ID and others are integrated with this particular communication system as a standard package, which means that it?s entirely free.

Free calls are also integrated with this new kind of phone system. If you are calling someone from halfway around the world, who is also subscribed to the service provider you are subscribed in, the calls will be free. It would be great if you have this kind of phone system. Today, it is now possible because of the advancement in the communications technology and this communication system is called VoIP or Voice over Internet Protocol or sometimes referred to as Internet Voice.

The reason why calls are so cheap with VoIP is that it is connected to the internet. As most people know, the internet provides a free and open communication system. Another great thing about VoIP is because the data is transmitted in a digital format in the internet, transmission and reception of voice data is faster and clearer than ever before.

The fact that VoIP has so many benefits, many people are now considering getting rid of their conventional landline phones and getting hooked up with VoIP. As you can see, VoIP is one of the latest solutions in communications technology that will allow people to make much cheaper long distance calls than conventional landline phones.

However, you have to consider that there will sometimes be hiccups in your internet connection. Because of this, it can significantly affect your VoIP phone. It will result in garbled communication or it can result in delays. This is why QoS or Quality of Service is now being integrated into VoIP to provide a solution for garbled communication.

The two main benefits of QoS for VoIP are:

? It protects VoIP on shared media
? It can prioritize VoIP

Bursty data applications will result in lower quality VoIP as well as losing 2 VoIP packets.

You also have to consider that VoIP is sensitive to delays and jitters because of the occasional internet hiccups. With QoS prioritization, it will able to minimize its effects.

QoS can maximize the quality of VoIP by controlling bursts of excess bandwidth and traffic. QoS can avoid congestion of bandwidth thus, making quality better when you use VoIP.

The quality of service should be integrated in VoIP, especially for business VoIP to avoid miscommunication or delay in communication. Today, VoIP is still considered to be in its infancy. So, with all the bugs fixed, you can expect that VoIP will be integrated with QoS.

You have to consider the fact that VoIP is still not really perfect. For this reason, you have to have QoS with your VoIP. This will definitely improve the quality of communication and also decrease the effects of delays and garbled voice signals.

VoIP has so many benefits to offer people. You just have to consider that VoIP is still a relatively new technology. So, you should expect some bugs or some hiccups when making calls. However, if you want VoIP in your business, you should consider getting QoS to improve the quality of communication.

With QoS, you can certainly make sure that your VoIP will generate higher quality calls. So, if you are frequently experiencing garbled communication when you are using VoIP, you should consider getting QoS. This particular tool can definitely improve data transmission and reception.

Periodontists routinely grow bone in the mouth to guarantee a stable environment for teeth and tooth implants. But whether it's better to build up bone before placing the implant, or to simply place the implant and allow bone to grow around it, has been a subject of considerable medical debate.

Now Prof. Zvi Artzi of Tel Aviv University's Maurice and Gabriela Goldschleger School of Dentistry at the Sackler Faculty of Medicine has completed a study that concludes the two-step method is the more effective alternative building bone first, then implanting and allowing further bone growth. Currently, many dental professionals prefer a one-step process to save their patients from an additional surgical procedure.

Published in the Journal of Clinical Periodontology, Prof. Artzi's study shows that a one-step implant will show more wear and tear over time than one implanted through the more cautious two-step procedure. While both are clinically effective methods, he concludes, implant placement procedures done with the one-step method show greater bone resorption around the implant neck a process by which the bone is broken down. Bonding of the bone around the implant was also shown to be inferior.

Testing proven procedures

The successful placement of a tooth implant is based on the biocompatibility of titanium, the main component of most dental and orthopedic implants. Both animal and human tissues readily accept the implant and grow around it. But in many cases, the amount of bone is also crucial to the success of the implant. Building bone to stabilize a titanium fixture is a long-standing procedure in dentistry.

Periodontists typically choose either the one-step or two-step procedure based on their preference alone. So Prof. Artzi and his fellow researchers set out to determine which procedure was scientifically superior in the long-term, well past the time when periodontists would typically monitor a patient's progress. In their study, they compared both methods of implantation in lab animals, and followed the progress of the implants over a course of two years.

The one-step procedure is based on the idea that a bone graft will simply attract the surrounding tissue to build up bone around the titanium implant a process called conduction. The benefit of this procedure is that patients are only subjected to one surgery. But the study shows a difference in long-term efficacy, Prof. Artzi says. Ultimately, the bone recedes less in the more cautious two-step procedure. The quality of the resulting bone itself is similar.

A judgement call

Though the study proves that the two-step method is more advantageous in most cases, each case is different, says Prof. Artzi. For example, dental professionals also take into account the already existing bone which determines how stable a future implant will be before deciding which route to take with each individual patient. Clinically, both methods remain sound, and periodontists should still rely on their own judgement as to what is best for the patient.
